The Becca Bill, E2SSB 5439:

Under this bill, law enforcement is required to pick up runaways, curfew violators and youth found in “dangerous circumstances”. If parents or other caretakers are unreachable or refuse to take the child, officers are required to take the youth to a secure crisis residential center where they are assessed by a team of counselors.

 

Spruce Street Secure Crisis Residential Center:

Established in 2000 as a free standing SCRC, Spruce Street is a unit of Pioneer Human Services and serves approximately 50 youth per month. Located in Seattle where Capitol Hill, the Central Area and the International District meet, Spruce Street SCRC serves youth from all over King County who are brought in by law enforcement (please see “Accessing Services”).
